Restoration prices cannot be compared fairly when bidders assume different scopes. A strong RFQ provides the same technical baseline, identifies unknowns and requires every bidder to state exclusions, provisional items and specialist responsibilities.

1. Define the procurement objective

Clarify whether the package is investigation, design-assist, specialist conservation, supply-only, supply-and-install or complete contracting. Do not use one vague scope sentence for multiple delivery models.
